It would be better if the insurance cost and payout were based on a market average, it could be updated from month to month. And if the ship isnt available on market ei. not faction, then price gets based of t1 version

How about just making the jump gates from empire into 0.0 guarded by wtfpwnd sentry guns. This way you can atleast enter 0.0 with relative ease. Gatecamps are needed to defend but ganking at the gate to empire is just about the kill mails and not ...
